地勘单位目前对职工个人的绩效考核工作,普遍采用年度考核的办法,即在每年年终时根据上级主管部门的统一文件安排,套用上级的考核标准、程序、组织、结果等全部内容,用机关事业单位的德、能、勤、绩四方面考核内容代替职工的年度绩效考核。这种形式,在一定程度上调动了职工的积极性, 但也存在一些问题。一是将地勘单位所有职工(不论是管理人员还是操作人员)都放在同一个层面,执行同一个标准这是不公正的,也是不科学的;二是部分基层经营单位某些初定等次人员,由于生产工作忙等多方面的原因,缺乏对考核工作的认识,在考核过程中不负责任,造成对职工劳动态度、工作能力的考核结果缺乏可信度;三是没有一套科学的考核管理办法,考核工作不规范、随意性大,不能真正考核出职工全年的责任和贡献大小。因此,对于每个职工个体如何评价,在一个基层经营单位个人的业绩如何同其收入挂钩、同其个人职业发展的联系成了一个比较突出的问题,特别是到了年底评比先进时, 有些部门采取“抓阄”或轮流坐庄的方式产生先进, 没有真正起到激励的效果,为此,建立一套科学的职工个人绩效考核管理办法迫在眉睫。
