长期以来,我国农村预防保健体制是一种医防合一的体制,即医疗、预防及保健三者在一个统一体内。这种体制已不能适应预防保健工作的发展,改革势在必行。为了开创农村防保工作的局面,落实预防保健战略重点任务,提高防保工作的社会效益和经济效益,满足人民群众日益增长的对防保工作的要求,宁津县对基层预防保健体制进行改革,实行院站分设,建立乡镇防保站。 一、改革的内容 1.对乡镇防保站的防保事业费实行定额补贴、独立核算、自负盈亏、超额提奖的制度。县卫生局保证乡镇防保人员百分之百的基本工资,其他补助工资从有偿服务中解决。收支结余部分提取80%的事业发展基金及20%的职工奖励基金,以增强防保站发展后劲和体现多劳多得的社会主义分配原则。 2.配备专职防保人员。防保人员的配备原则上
