公私伙伴融资项目的推行加快了城市基础设施市场化改革的进程,但是内资“次国民待遇”和外资“超国民待遇”两种截然不同的运行现状突现了项目运行效率低下的问题,因此,对利益关系结构的研究是公私伙伴融资项目进一步推行的关键问题。目前的理论研究较为分散,且没有产生系统化的理论体系提升项目整体运行效率。本文试图构建公私伙伴融资项目治理机制的研究框架,将包含内外利益相关者的治理机制有效整合。其中,内部治理机制包括以契约关系为载体的项目产权合理配置和核心利益相关者之间的关键契约优化设计,外部治理机制包括制度创新来支撑外部利益相关者对内部产权配置的影响机制。
The implementation of public-private partnership financing projects has accelerated the process of marketization of urban infrastructure. However, the completely different operating status of domestic-funded “sub-national treatment” and foreign investment “super-national treatment” has highlighted the inefficiency of the project Therefore, the study of the structure of interest relations is a key issue for the further implementation of public-private partnership financing projects. The current theoretical research is more scattered, and did not produce a systematic theoretical system to enhance the overall efficiency of the project. This article attempts to build a research framework for public-private partnership financing project governance mechanisms and effectively integrate governance mechanisms that include both internal and external stakeholders. Among them, the internal governance mechanism includes the rational allocation of project property right based on the contractual relationship and the key contract optimization design among the core stakeholders. The external governance mechanism includes the institutional innovation to support the influence mechanism of external stakeholders on the internal property rights allocation.
