Since the “Law of the People’s Republic of China on the Protection of the Rights and Interests of Consumers” was implemented on January 1, 1994, the protection of consumers’ rights and interests has been paid more and more attention to by the society. However, the rights and interests of consumers in China are still being infringed upon. In recent years, the most prominent issue is the protection of rights and interests of home buyers in the process of housing turnover. According to statistics, the dissatisfaction of the citizens on the status quo of the protection of the rights and interests of buyers has been at the forefront of the social focus for several consecutive years. Complaints about property transactions in consumer complaints in some places have exceeded 60%.
