在我国加入 WTO 之后,国外文化资本、文化产品、文化服务的进入范围扩大,我国文化产业的发展面临严峻的挑战。加强和加快我国文化产业的建设与发展,是应对文化挑战的一项具有战略性和紧迫性的任务和工作。文化产业的发展必须适应国际化的大趋势和国内的需要,只有努力发展、快速跟上,才有可能在世界文化产业发展的大趋势中抢占自己应有的位置。由于我国的文化产业起步晚、起点低、规模小、实力弱,以及文化市场、文化体制、经营管理、政策法规等方面还存在问题,致使我国的文化产业还处在初级阶段,处在有待开发的低水平,还不能适应国内的需求和世界发展趋势的要求。
