据报道,越南总理武文杰1994年底颁发1995年进出口产品项目及管理工作政令,越南贸易部将据此拟订进口二手汽车和摩托车的计划,海关总局通令各关口对各类已获准进口的二手货课征70％进口税,未获准进口者则不许进口。1995年3月31日至1996年3月31日规定进口限量的机电产品有:12座以下汽车6500辆(包括国内组装1500～2000辆)、摩托车35万辆,普通钢材约60万吨。
According to reports, the Prime Minister of Vietnam, Wu Wenjie, issued the 1995 import and export product program and administrative decree in 1995. The Ministry of Trade of Vietnam will formulate plans for importing used cars and motorcycles accordingly. The General Administration of Customs will pass orders to all types of used products that have been approved for import. 70% import tax is levied on goods, and importers who are not allowed to import are not allowed to import. From March 31, 1995 to March 31, 1996, the number of imported and exported mechanical and electronic products was limited to 6,500 vehicles (including 1,500 to 2,000 vehicles assembled in China), 350,000 motorcycles, and about 600,000 tons of ordinary steel.
