一、升级工作基本情况为了深入贯彻、实施《档案法》和国家有关文书工作、档案工作的其它法规,根据黑办文(1988)19号文件精神,1988年9月,哈尔滨市委办公厅、市政府办公厅、市档案局共同研究决定,在我市开展机关文书、档案管理升级工作,成立了以3个单位主管领导为正、副组长的哈尔滨市机关文书、档案管理升级工作领导小组,并设立升级工作考评小组和办事机构。同年11月,下发了哈办秘(1988)35号文件,提出了“七五”后2年机关文书、档案管理升级工作目标。根据《黑龙江省机关文书、档案管理升级暂行标准》,结合我市具体情况,1989年4月,制发了《哈尔滨市机关文书、档案管理升级评分标准》(哈办秘(1989)9号文件),并在市直机关和两县(市)开始升级试点工作,当年实现升级18家。
