海洋油气田的勘探开发具有高风险性,一旦海洋钻井发生井喷事故往往是灾难性的,它不仅仅是人员伤亡和装备损失,同时还伴随着严重的水体污染、环境污染和生态损害,短时间内难以清除和恢复。美国“深水地平线”事故使各国防范海洋油气风险进入了备战状态,事故后仅一个月,欧盟就启动了对欧洲海域近海油气开采和生产作业安全的紧急评估。我国安全监管总局启动了全面的安全督查,同时,《海洋(深海)石油开采安全监管技术研究项目》和《海洋石油作业设施安全许可补充规定》亦在紧锣密鼓地进行中。
