近年来,电力投资主体多元化是一个议论较多的话题。作为我国电力体制改革产物的中国投资协会地方电力投资委员会所属的45家地方电力投资公司,目前已拥有全国总装机容量的1/6,形成了国电系统以外的实力最强的电力投资主体,成为电力行业一支重要的生力军。面对当前的电力体制改革,地方电力投资委员会提出了四项任务———改革、发展、联合、管理。从战略上讲,这四项任务也适用于电力全行业。本栏摘编该委员会2002年年会上的部分发言,供读者参阅。
In recent years, diversification of power investment subjects has been a topic of discussion. As a product of China’s electricity system reform, the 45 local power investment companies of the China Investment Association’s local power investment committee currently have 1/6 of the country’s total installed capacity, forming the most powerful power investment entity outside the national power system and becoming An important force in the power industry. In the face of the current reform of the power system, the Local Power Investment Commission has proposed four tasks—reform, development, alliance, and management. Strategically, these four tasks also apply to the entire power industry. This column is an excerpt of some of the speeches made at the 2002 annual meeting of the Committee for the reader’s reference.
