在区域基础教育质量保障机制建设中,明确保障主体是构建机制的首要环节。在区域基础教育质量保障活动中,区域政府、学校、专业的教育科研机构等多方力量之间对区域基础教育质量的认识和需求存在一定的差异,因此,区域基础教育质量保障机制的构建必须要从多元融合的视角,对保障主体的类型、关系和结构进行深入剖析,才能促进区域基础教育质量保障的健康发展。
