在过去5年中,我国共计投资9000多亿元人民币用于公路建设、改造与维护,其中政府投资仅占很小一部分,传统的单纯依靠财政资金、交通规费和信贷资金的筹资模式已无法支撑大规模的交通基础设施建设,必须不断拓展筹资渠道,积极吸引社会资金的参与,今后商业资金将成为公路建设的主体。在目前的条件下,公路特别是高速公路资产权益出让是吸引社会资金参与交通建设最为方便可行的途径,也是基础设施领域中相对成熟的方式。甬台温高速公路温州段、佥丽温高速公路温州段的资产权益出让已提到议事日程,就此问题进行简要分析,并就如何进一步推动地方高速公路经营权转让工作提出若干对策建议。

The traditional financing model that relies solely on financial resources, transport fees and credit funds no longer exists To support large-scale transport infrastructure construction, we must constantly expand financing channels and actively attract the participation of social funds. In the future, commercial funds will become the main body of highway construction. Under the current conditions, the transfer of equity interests of highways, especially expressways, is the most convenient and viable way to attract social funds to participate in transportation construction and is also a relatively mature way in the field of infrastructure. Wenzhou Section of Wenzhou-Taizhou-Wenzhou Expressway and Wenzhou Section of Li-Li-Wen Expressway have been referred to the agenda for a brief analysis of this issue and put forward some countermeasures on how to further promote the transfer of management rights of local expressways.
