黄土高原是我国水土流失最严重的地区。30多年来在党和人民政府的领导下,发动群众,坚持治理,已完成初步治理面积8万多平方公里,改善了生态环境,促进了农林牧业生产的发展,涌现了一大批先进典型,并且积累了丰富的经验,发展了水土保持科学技术,为水土保持工作的进一步开展打下了坚实的基础。 黄土高原水土流失是历史上遗留下来的严重自然灾害之一。由于水土流失,沟壑面积日益扩大,宜耕地逐渐缩小,土壤肥力减退,生态环境遭受破坏,给农林牧业生产的发展造成严重危害,使黄土高原成为我国少有的多灾低产地区。而且平均每年给黄河下游输送16亿吨泥
