二战之后建立的联合国集体安全体制,已成功地解决或化解了诸多局部地区的和平危机事件,但其维持国际和平与安全的效用受到长期游离于该体制之外的常规武器的国际贸易的限制。联合国及其会员国曾为此作出巨大努力,但一直收效甚微。第67届联大通过的《武器贸易条约》,为常规武器的贸易管制建立了共同的国际标准,为进出口缔约国创设了权利和义务。它充分表明了团结与安全之间的一致性,表明了在公共政策框架下实施国际团结将更加有利于保障国际安全,必将在法律上和实践中增强联合国集体安全体制的效用。
The United Nations system of collective security, established after World War II, has succeeded in resolving or resolving the peace crisis in many parts of the world. However, its effectiveness in maintaining international peace and security is limited by the international trade in conventional weapons that have long been freed from the system. Great efforts have been made by the United Nations and its Member States to this end, but it has been very ineffective. The Treaty of Arms Trade, adopted by the 67th UN General Assembly, established common international standards for trade control of conventional arms and created rights and obligations for both import and export contracting parties. It fully demonstrates the unity between solidarity and security. It shows that the implementation of international solidarity in the framework of public policies will be more conducive to safeguarding international security and will surely enhance the effectiveness of the UN collective security system in law and in practice.
