公务员人事管理可依据《公务员法》,企业用工可靠《劳动法》和《劳动合同法》来规范,唯独事业单位人员管理存有法制空白。201 4年7月1日起实施的我国第一部系统规范事业单位人事管理的行政法规——《事业单位人事管理条例》填补了这方面空白,为深化改革提供了法治框架。为此,让我们一起梳理事业单位人事制度历经的多次调整,回眸我国在法制建设领域中的探索之路。
