积极引进海外高层次人才,是实现“高端引领”的重要途径。近年来,中央和各地各部门为此出台了大量的政策。本文通过对现有政策的梳理,评析我国引进海外高层次人才政策及其操作实践,并在此基础上提出对策建议,以促进海外高层次人才政策完善、海外高层次人才作用得以发挥。 Active introduction of overseas high-level talents is an important way to achieve “high-end lead ”. In recent years, the Central Government and various localities and departments have promulgated a large number of policies for this purpose. Based on the review of existing policies, this essay comments on the policy of introducing overseas high-level talents and its operational practices. Based on this, it puts forward countermeasures and suggestions to promote the improvement of overseas high-level talent policies and give play to the role of overseas high-level talents.
