政府及相关部门对涉及民族因素的突发群体性事件进行处置的传统逻辑是对信息进行严格控制、占领道德高地而忽视决策的形成,在规避政治风险的情况下一味追求政治稳定。这是基于一定的理论预设:民族摩擦、矛盾等同于民族冲突;事件发生影响政治稳定;政府权威不容质疑;处置行动需要集中统一领导。为恰当处置此类事件,处置部门必须正确区分矛盾性质,认识到民族矛盾与摩擦是最终实现和谐民族关系的过渡现象,维护社会稳定需要多元治理,并建立分权式的扁平化应急处置模式。
The traditional logic of the government and relevant departments in handling sudden mass incidents involving ethnic factors is to strictly control the information, occupy the high ground of morality while ignoring the formation of decision-making, and blindly pursue political stability while avoiding political risks. This is based on certain theoretical presuppositions: ethnic friction and contradictions are equivalent to ethnic conflicts; the occurrence of events affects political stability; the authority of the government can not be questioned; and the disposal actions require centralized and unified leadership. In order to properly dispose of such incidents, the disposal department must correctly distinguish the contradictions and realize that ethnic conflicts and frictions are the transitional phenomena that will eventually lead to harmonious ethnic relations. To safeguard social stability requires multiple governance and a decentralized and decentralized emergency response mode.
