一、主席直选是最有益的尝试搞活工会工作,关键在于基层;搞活基层,关键在于人——一个能真正代表职工利益的工会主席。市总工会认为,基层工会主席直选,则是解决这一问题的,最具实际意义的举措。这项工作,起步于2003年。试点之初,有的同志存在“三怕”:一怕影响上下级工会之间的领导关系,二怕影响工会主席与法人之间的合作关系,三怕影响职工与老板之间的劳资关系。对此,市总工会组织部分企业法人代表和工会干部,学习全总、省总有关文件,领导讲话,统一思想认识。然后,市总工会初择了一批“条件比较成熟”的企业,进行直选试点。湖北沙隆达集团天门分公司是最早试行主席直选的企
