改革开放20余年来,中国经济已由一穷二白的贫瘠,走向“世界工厂”的繁荣。人们自然盼望天空开放为航空运输业赐福,成为“由航空大国到航空强国”的外在推动力。民航总局“与时俱进”,将制定航空政策的视角从航空运输单个产业的利益,拓展到国民经济整体利益、消费者的利益和地区经济发展的利益。航空政策将如同财政政策、货币金融政策一样,成为国家宏观经济的重大政策之一。
