“一带一路”倡议是我国新时期一项中长期发展战略,是构建全球治理新模式的积极探索。经过三年多的深耕细作,“一带一路”倡议的制度框架已经形成初步基础,为“一带一路”国际合作高峰论坛提供了重要的制度保障。当前,国际社会客观需要更加丰富、更加多样的治理模式和制度平台。在此背景下,“一带一路”国际合作高峰论坛的适时召开为推动国际制度架构由布雷顿森林体系迈向“一带一路”经济体系奠定了坚实的制度组织基础。作为一种新型的制度实践,“一带一路”国际合作高峰论坛坚持发展导向、政府主导、灵活渐进和主权原则,是中国主动构建全球治理体系的系统性、全局性制度创新。作为非正式制度,“一带一路”国际合作高峰论坛的进一步制度化应是其今后发展的方向。
The “Belt and Road Initiative” is a medium and long-term development strategy for our country in the new era and an active exploration of building a new mode of global governance. After more than three years of deep plowing and fine work, the institutional framework for the “Belt and Road” initiative has formed a preliminary foundation and provided an important institutional guarantee for the “Belt and Road Initiative” summit. At present, the international community needs an richer and more diverse governance model and system platform objectively. Against this backdrop, the timely convening of the “Belt and Road Initiative” international forum for cooperation has laid a solid foundation for the institutionalization of the international institutional framework from the Bretton Woods institutions to the “Belt and Road” economy. As a new type of institutional practice, the “One Belt and One Road” International Cooperation Summit Forum adheres to the principle of development orientation, government leadership, flexibility and gradualism and the principle of sovereignty. It is a systematic and overall system innovation in China’s initiative to build a global governance system. As an informal system, the further institutionalization of the “Belt and Road” Forum on International Cooperation should be the direction for its future development.
