语言测试是语言传播的重要手段,全球性的语言测试体现了组织者的语言传播策略。西班牙近年来对“泛西班牙语”理念态度积极,主动施行合作共赢的语言政策,联合拉美西语国家共同打造“西班牙语世界大家庭”形象。上述思想体现在西班牙主导的国际语言测试(DELE)上,呈现出语言测试管理泛西班牙语化、证书承认机制从单一变联盟、语言标准制定强调多方合作三大特点。通过分析其组织机构(即塞万提斯学院)的全球布点发现,西班牙对“泛西班牙语”世界以外的国家具有较广阔的国际视野,立足欧洲、联合拉美、聚焦美国、拓展非洲、争取亚洲,有针对性地进行布局,表现出“扎根原生地区、重视历史基础、关注人口重镇”的战略思想。
Language testing is an important means of language communication, and global language testing embodies the organizer’s language communication strategy. In recent years, Spain has adopted a pro-active and pro-win-win language policy toward “pan-Spanish” philosophy and jointly established the image of “the Spanish family of nations” with the Latin American countries. The above thinking is reflected in the Spanish-led international language test (DELE), which presents the three major features of language testing management, such as pan-Spanishization, a single change of alliance for recognition of certificates, and the development of language standards. By analyzing the global distribution of its organization (Cervantes Institute), Spain found that Spain has a broader international perspective than the “Pan-Hispanic” world. Based on Europe, joining forces with Latin America, focusing on the United States and expanding Africa, Strive for Asia and carry out targeted distribution in a targeted manner, showing a strategic thinking of “rooting in the original areas, attaching importance to the historical foundation and focusing on the population center”.
