各区、县人民政府,市府直属各单位:党的十一届三中全会以来,我市个体经济发展很快,对繁荣经济、搞活商品流通、方便人民生活起了积极作用。但近几年来,城乡个体工商业户偷税漏税现象普遍,有的十分严重,个別甚至大搞违法经营活动,公开抗税,围攻殴打税务人员。这是绝不能允许的。因此,抓好对城乡个体工商业户的税收管理,不仅是一个财政经济问题,而且是关系到维护国家法令的严肃性,乃至社会安定的大事。经研究,市人民政府同意市税务局《关于开展城乡个体工商业户税收专项检查的报告》,现批转给你们,望认真贯彻执行。各级人民政府要把抓妤个体税收管理列入重要议事日程,指定一名领导专门负责抓好这项工作。工商、公安、检察、法院、银行等有关部门和单位,要积极支持、配合税务部门搞好这次检查。报纸、电台、电视台等宣传部门要充分发挥舆论导向的作用,密切配合。 Since the Third Plenary Session of the Eleventh Central Committee of the Party, the development of individual economy in our city has been very rapid and has played an active role in boosting the economy, invigorating the circulation of commodities and facilitating the people’s livelihood. However, in recent years, the tax evasion by individual industrial and commercial households in both urban and rural areas has been widespread and some are very serious. Some even engage in illegal business activities, openly oppose taxes and besiege tax officers. This must not be allowed. Therefore, to do a good job in tax management of individual industrial and commercial households in urban and rural areas is not only a financial and economic issue, but also a serious issue that concerns the seriousness of safeguarding state laws and even social stability. After research, the Municipal People’s Government agrees with the Municipal Taxation Bureau’s “Report on Carrying out Special Inspection of Taxes on Individual Industrial and Commercial Households in Urban and Rural Areas”, which are hereby approved and sent to you for implementation. People’s governments at all levels should include grasping the individual tax administration as an important agenda and appoint a leader to take charge of this work. Business, public security, prosecutors, courts, banks and other relevant departments and units should actively support and cooperate with the tax authorities to do a good job in this inspection. Newspapers, radio and television stations and other publicity departments should give full play to the role of media guidance and work closely together.
