大同铁路分局有近一半的职工分布在沿线偏僻的工区、小站,由于当地自然条件较差,职工及其家属生活比较艰苦。经常需要救济的职工占职工总数的4.6%。过去,铁路分局工会采取定期和不定期救济的办法给予帮助,但“救了一时急,救不了经常穷”,不能从根本上解决贫困户职工的困难。从1955年起,分局工会改革了困难补助的管理办法,在做好临时性救济的同时,筹措资金22万元对长期困难的241户职工实行贷款扶贫。这些贫困户依靠贷款开展各种生产经营活动,有了可观的经济收入,使扶贫对象全部脱贫,有的盖了新房,有的还购置了高档生活用品。同时也改变了贫困户职工的精神面貌,出勤率比扶贫前提高了11%,没有一人发生过责任事故,还防止各类
