近几年来,我国铁路建设有了长足进步,但运能和运量的矛盾仍然是铁路的主要矛盾,尤其在每年春运期间矛盾尤为突出。根据《“十二五”综合交通运输体系规划》的要求,在“十二五”期间要基本建成我国的快速铁路网,铁路运输服务基本覆盖大宗货物的集散地和20万人口以上的城市。我国铁路仍处于发展的黄金机遇期。今年铁路仍保持一定规模的投资强度,固定资产投资总规模为5000亿元左右,包括4000亿元左右的基建投资以及改造项目和装备购置等。随着相关政策的颁布实施,民营资本在铁路建设中同样可以有所作为。
