目的基于利益平衡的视角,构建餐饮安全利益平衡治理的新模式。方法选取浙江金华和四川乐山两地九区市餐饮从业人员进行问卷调查,了解经营者利益诉求;收集乐山、金华市2012年中小型餐饮执法案例,并对两地食品药品监督执法人员进行问卷调查,了解地方政府利益诉求。结果发现中小型餐饮经营者和地方政府两者之间既存在相互之间和内部个体之间的利益冲突,又存在相互之间和内部个体之间的共同利益。结论探索而知冲突利益的调和措施—限制自主裁量范围、建立餐饮信息网络平台、设立网络餐饮技能咨询窗口;共同利益的发展措施—设立基层餐饮安全监督小组、建立餐饮卫生服务许可证“绿色通道”、对经营者进行法律道德培训。
Objective To establish a new mode of balanced management of food and beverage security interests based on the balance of interests. Methods A questionnaire survey was conducted between catering workers in Jinhua, Zhejiang Province and Leshan, Sichuan Province to investigate the interest demands of operators. A case study of small and medium-sized catering law enforcement in Leshan and Jinhua was conducted in 2012, and questionnaires were also conducted on food and drug supervisors and law enforcement officials in both places , Understand the interests of local government appeal. The result shows that there is not only the conflict of interest between the small and medium-sized restaurant operators and the local governments, but also the mutual benefits between themselves and the internal individuals.
