我市有乡、镇水管站28个,管理人员286人,其中定编人员162名,合同工及临时合同工124人。为了搞好职工老有所依,稳定管理队伍,我们从1986年开始,在全市水管站的定编人员中,实行退休基金统筹。到1991年止,已统筹基金45万元(占应筹的92.6%),专户存入银行。利用存款利息发放职工的退休工资,收到了较好的效果。从1991年开始,我们根据基金管理章程规定,按照国家职工退休的同等标准(按工龄计算),办理了一批职工的退休手续。这一作法受到乡、镇水管
