凡所谓改革,必以积怨已久的社会矛盾的存在为前提。新医改所以推行,“看病难”、“看病贵”正是始作俑者。这一社会问题由来已久,成因颇多,既有政策体制方面的漏洞,又有意识观念方面的误区。早有断言,新医改绝不可能一帆风顺,势必阻力重重。事实上,这一担忧不无道理——随着新医改各项新政的推出、试点,种种待解的问题渐渐浮出水面。值此新医改仍千头万绪之际,为行新闻媒体之使命,本刊特推出有关医改的系列文章——《医改中难以逾越的障碍》,以期用独到的视角指出束缚医改前行的症结所在,既企望与广大读者共商,又提醒当局者在摸着石头过河的过程中切须审慎。
