在日本的新闻业中,除《朝日新闻》《每日新闻》《读卖新闻》等全国性大报外,地方报纸也相当多,颇具特色。以长野县的南信地区为例,这里本是养蚕和缫丝的集中地,是电影《啊!野麦岭》中故事的发生地。它所属的有冈谷、下诹访、茅野、南箕轮等市、町、村。冈谷的《市民新闻》于1948年11月创刊,它主要刊登物资配给的消息,很受民众欢迎。创刊第二个月就发行一千多份。创刊的第二年发行到两千多份,从这年起改名为《冈谷市民新闻》。其后同《下诹访市民》《茅野新闻》等七个当地的地方日报联合组成“市民新闻集团”。
