医生与居民空间匹配均衡是实现基本卫生服务均等化的基本保障条件。该文以上海医生资源为研究对象,分三种口径对医生与居民空间匹配均衡性进行评估;在此基础上,对上海市区级医院、社区卫生服务中心医生分布均衡的影响因素进行了定量实证分析;并结合近年来上海卫生改革和医生资源调控政策,对影响因素的成因及背后的规律进行探讨。研究发现政府的引导干预政策在很大程度上影响了医生的分布,但如能进一步加强相应的微观激励,将能更好促进医生与居民的空间匹配均衡。
Spatial matching between doctors and residents is the basic guarantee for the equalization of basic health services. This paper takes Shanghai doctors resources as the research object and evaluates the spatial matching balance between doctors and residents in three ways. Based on this, the influencing factors of the distribution of physicians in Shanghai district-level hospitals and community health service centers are quantified Empirical analysis; combined with the recent Shanghai Health Reform and doctor resources control policy, the causes of the impact factors and the underlying law to be explored. The study found that the government’s intervention policy has largely affected the distribution of doctors. However, if the corresponding micro-incentives can be further strengthened, the spatial matching between doctors and residents will be better promoted.
