从机器→工业项目→协调的技术整体→交钥匙工厂→“产品交到手”的办法这样一个技术转让提升的历吏进程,我们好像只知道一成不变地解释技术转让的失败,而技术转让的成功似乎是罕见的奇迹或无法仿效的。对技术转让这一课题的思考走进了死胡同。错误在于,把技术看成是商品。通常,技术转让是通过合同来进行的。卖方认为按一个买卖商品合同交货就提供了买方所需的全部,买方也一样。其实,这种技术转让合同混淆了社会关系和商品关系。要超越对技术转让的争论,就必须考虑相关行动者的关系问题、人的问题和技术界面的问题。
