一是调整机构,提高效能。加强行政审批机构的组织领导,将原隶属于发改局下属的行政审批中心调整为区政府办公室所属事业单位,并在各乡镇(街道)成立便民服务中心。严格机构编制管理,在不突破机构规格、编制限额和领导职数的情况下,由各职能部门调剂人员联合办公,形成申请、审核、办结的“一站式”服务体系。
First, adjust the organization to improve efficiency.
