在邓小平看来,科研院所的基本任务是出成果成人才,科研院所的根本保障是坚持党的领导,科研院所的组织架构是党委、业务和后勤“三套马车”,科研院所应该围绕“车”出成果成人才来进行日常运作。因此,形成了一个比较完整的思想体系。这对于新时代我国科技体制改革和科技政策调整仍然具有重要的启示价值。
