我国城乡经济体制改革的深入发展,对社会基础设施——邮政通信的要求越来越高,邮政通信本身的各种矛盾也逐步暴露出来,尤以干线运输的运能与运量矛盾最为突出。本文试以南昌市邮政局为例,对解决当前邮政运输的严重问题作初步探讨。一、合理增加报刊分印点,减少无效运输邮发报刊的出版印刷,从全国来说,主要集中在北京、上海等城市,从一个省来说,出版和印刷又主要集中在省会,凡是出口报刊发行量大的局,邮件运输就特别紧张,邮件积压滚存也较为严重。造成此种状况的原因之一,是邮局对邮发报刊与报刊社结算不管路途远近,都是按照一个固定的发行费率结算。这种结算发行费率的办法,带米的弊病是报刊社不愿增加分印点,邮政部门的无效运输量大,干线运输也就势必越来越紧张。
