当前经营性出版单位尽管在政资分开、政企分开、明确国有文化产权权利主体层面完成了转企改制,但在国有文化产权制度改革、所有者对经营者激励约束机制构建,以及促进出版企业内部市场化等多方面仍需进一步深化。深化我国出版企业制度改革的路径选择包括健全出版企业文化产权制度,实现文化产权在经营过程中的清晰,以及文化产权多元化,构建所有者对经营者的激励约束机制,建立具有行权能力的股东大会,以及具有文化特色的公司内部治理结构,促进出版企业内部市场化等。
