1976年4月阿拉伯联盟中18个国家的邮电部长在开罗签定了阿拉伯卫星计划,并成立了一个技术委员会,负责起草卫星系统的有关要求和技术指标。1977年2月,阿拉伯联盟成立了由21个成员国参加的阿拉伯卫星通信组织,总部设在沙特阿拉伯首都利雅得,理事会由沙特阿拉伯、埃及、阿拉伯联合酋长国、利比亚等九国组成。沙特阿拉伯为整个卫星系统提供26%的经费。早在1978年,阿拉伯卫星通信组织曾打算选择美国通信卫星公司为主承包商承造第一颗阿拉伯卫星,并决定在1981年发射。但由于种种原因,未能按原计划进行,直到1982年阿拉伯卫星通信组织才重新确认美国通信
In April 1976, the post and telecommunications ministers of 18 countries in the Arab League signed the Arab Satellite Initiative in Cairo and set up a technical committee to draft the satellite system requirements and technical specifications. February 1977, the Arab League set up by the 21 member states Arab Satellite Communications Organization, based in Riyadh, Saudi Arabia, the Council by Saudi Arabia, Egypt, the United Arab Emirates, Libya and other nine countries.
