法兰克福学派批判理论认为科普具有意识形态作用,据此做政策文本分析,发现中国科普政策具有“意识形态建设的工具”与“为经济建设服务”双重功能。目前“意识形态建设”政策功能弱化,这阻碍公共政策共识形成。藉此提出优化科普传播模式,借助科普建立政府与公众在公共决策过程中的有效沟通机制的政策建议。
Based on the analysis of policy texts, the Critical Theory of Frankfurt School holds that science popularization has ideological function and found that the science popularization policies in China have the dual function of “tools for ideological construction” and “services for economic construction”. At present, the policy function of “ideological construction” is weakened, which hinders the formation of consensus on public policies. Based on this, we put forward suggestions on how to optimize the science communication mode and establish an effective communication mechanism between the government and the public in the process of public decision-making through science popularization.
