建国以来,建材工业企业劳动生产率的增长速度远远赶不上生产的增长。企业经济效益提高很慢。原因是多方面的,但用工制度上的弊病是一个重要的原因。建材工业,特别是中、小企业,劳动条件差、技术装备落后、笨重体力劳动多、属劳动密集型,改革建材工业企业的用工制度势在必行。按照中央、国务院关于在某些工矿企业改革用工制度的精神,建材企业的矿山采掘第一线,和从事装卸搬运等笨重体力劳动的工人,都要实行农民轮换工制度;全民所有制的砖瓦、石灰企业及其它有毒有害工种的工人,也将实行农民合同工制度。使用农民轮换工、农民合同工,比起使用固定工来,具有很多的优越
