多少企业,就囿于富余职工无法分流而难以摆脱惨淡经营的阴影;又有多少企业,就因为富余职工分流不当而招致诸多不安定的隐患。有比喻道,处于体制转轨时期的中国就业状况犹如高悬的“地上河”,而数以千万计的富余职工便是河床。为此,中国迫切需要构筑坚固的足以保证这些富余人员在未来的几年、十几年里能沿着各种人工的、制度化的,使之逐步而有序地“皈依”大海的渠道,确保不出现震荡社会的决坝溃堤。
How many enterprises, on the assumption that redundant employees cannot divert from the shadow of gloomy business, have many companies that have caused many unsettled hidden dangers due to improper diversion of surplus employees. There is a metaphor that the state of employment in China during the transition period is like a “ground river” hanging high, and tens of millions of surplus workers are riverbeds. To this end, China urgently needs to build a solid enough channel to ensure that these surplus people can follow various artificial and institutionalized channels in the coming years and decades to gradually and orderly “convert” into the sea.
