雁北专署一九五五年三月二十三日雁秘字第六号报告一件,请示「关于办公室干部分工及财委会撤销后工作如何安排归口」的问题。据(大意)称:「一、办公室编制共为二十三人,分工为:总务五人,收发二人,传达一人,文书三人,支部一人,招待所二人,机要一人;协助专员处理政务的连秘书主任在内共八人。其中除秘书主任外,秘书三人,分别掌握农林水利、政法、财经、文教、卫生、交通运输等各方面的工作;文牍、资料人员三八;执件监印兼群众来访来信等一人。这样分法是否合适?省是否可作较为明确的规定?二、财委撤销后,其工作应由那个部门承办?如全部归办公室,事实上无论专、县,力量上实在担负下起来。如果归口,应如何归法?有许多具体问题,很难分归,如果都归办公室,办公室又如何去具体组织?又如铁路运输、交通邮电、银行、供销、信用合作等有关事情,过去均由财委管,现在应归何口?」
