2007年以来,美国次贷危机、欧洲主权债务危机相继发酵并蔓延,受冲击各国在紧张应对的同时也在深刻反思危机爆发的原因。有观点将危机归咎于欧美国家的社会福利体制。这一系列危机与欧美国家的福利体制之间究竟有着怎样的关系?过高的社会福利支出是否会导致国家经济和社会体制的不可持续?过高的福利是否会助长人们对福利的依赖和不愿工作的惰性?应如何全面看待欧美国家现有的福利体制?欧美国家福利体制发展的趋势将会怎样?为了加深对这些问题的认识与思考,本刊特约请中央编译局马克思主义研究部林德山研究员就金融危机背景下欧美国家社会福利体制的相关问题进行深入分析。
Since 2007, the subprime mortgage crisis in the United States and the sovereign debt crisis in Europe have been fermented and spread one after another. All countries under the impact of the crisis have also intensely rethought the reasons for the outbreak of the crisis. Some viewpoints attributed the crisis to the social welfare system in Europe and the United States. What is the relationship between this series of crises and the welfare systems in Europe and the United States? Will excessive social welfare expenditures lead to the unsustainability of the national economic and social system? Will the excessively high welfare contribute to the reliance on welfare? How inertia should work? How to comprehensively view the existing welfare system in Europe and the United States? What are the trends in the development of the welfare system in Europe and the United States? In order to deepen our understanding and thinking on these issues, we hereby invite Lin Ze Shan, the Marxist research department of the Central Compilation and Translation Bureau, Researchers conducted an in-depth analysis of the related issues of the social welfare system in Europe and the United States in the context of the financial crisis.
