教育无法普及,文盲日渐增多,国民素质越来越不适应现代化建设的需要,这是发展中国家现代化进程中的一个严重问题,国际教育界称之为“教育危机”。值得注意的是,近年来我国也出现了类似情况:“新文盲日增”、“农村劳动力文化程度呈下降趋势”、“中小学教育处于危急之中”等等一类报道常见于报端,并引起了关于教育发展战略问题的讨论。可见,发展中国家的教育危机问题是个迫切需要研究的课题。本文拟结合战后拉丁美洲教育发展的历史对这个问题作些初步探讨。
The inability to popularize education, the increasing illiteracy and the increasingly inadequate quality of the nationalities to meet the needs of modernization are a serious problem in the process of the modernization of developing countries. The international education community calls this an “education crisis.” It is noteworthy that similar cases have emerged in our country in recent years: “new literacy is growing”, “the rural labor force is declining in education level”, “primary and secondary education is in a crisis” and so on. Sparked a discussion on the strategic development of education. It can be seen that the educational crisis in developing countries is an urgent issue to be studied. This article intends to make some preliminary discussions on this issue with the history of post-war Latin American educational development.
