新“国五条”及其实施细则给房地产市场带来了短暂的剧烈震荡。但从内容和方式来看,其完全可能与历次调控一样成为“空调”。究其原因,行政性的临时调控手段有余,经济性的长期调控手段不足,调控没能考虑全面,误伤“刚需族”是其原因。根本原因则与我国现今的财税政策,地方政府对GDP的无限追求有关。我国的房地产市场宏观调控急需变革。
The new “five” and its implementation details of the real estate market has brought a brief turmoil. But from the content and way of view, it may well be the same as the previous regulation as “air conditioning ”. The reason for this is that there are more than one means of administrative interim control and a lack of long-term economic control measures, and the failure of regulation and control to consider a comprehensive and accidental injury is the reason. The fundamental reason is related to the current fiscal and tax policies in our country and the unlimited pursuit of GDP by local governments. China’s real estate market macro-control urgently needs change.
