20世纪三四十年代,日本为了实现“吞并满蒙,独霸中国,称霸亚洲”的对外侵略扩张计划,放弃了传统对英、美“协调外交”路线,最终挑战“凡尔赛——华盛顿”体系,退出国际联盟和世界裁军条约,同德国缔结“防共协定”和军事同盟。日本对德结盟中心战略目标则是为了谋求“防共招牌”下对外侵略扩张利益最大化,而在具体结盟过程中,又充满着极大冒险和竞争、对抗心理。这充分昭示帝国主义间结盟的功利主义本性。
