What does this mean for the worldwide trend of a learning organization? Senge: There are many government and public sector organizations in the world that have tried to learn about change but mostly can not go deep. Therefore, the Chinese Communist Party’s concept of building a learning-type political party is very courageous. Building a learning party is a long-term transformation of organizational culture. In China, everyone is accustomed to passively listening to expert instruction in education and training mode, but in this cramming classroom rarely real gains. Real learning
