2000年教育部颁布的《九年制义务教育全日制初级中学音乐教学大纲》和现行的音乐课程标准都是世纪之交我国基础教育改革浪潮的产物。从历史背景来看,《九年制义务教育全日制初级中学音乐教学大纲》具有过渡的性质,它比原来的大纲进步许多,删除或改变了与当前基础教育改革不相适应的若干内容,但是还是没有从根本上全面更新大纲的面貌。新课程标准的出台,充分体现了我国当前全面推进素质教育的基本精神,是一次较大的进步。
