为了监测早期儿童保育与教育质量,从2010年9月至今,联合国教科文组织与世界多个国际组织和国家合作共同建构整体性儿童早期发展指标体系。该指标体系的框架既包含了早期儿童发展的6个核心因素:健康、营养、教育、父母支持、公平和社会保障、减少贫困,又综合考虑了家庭、社区和国家3种不同层次的环境影响。该指标体系首要和重要的特点是体现了对早期儿童发展的整体性认识,同时具有关注社会背景、强调儿童保育与教育质量、注重保护所有儿童权利以及可用于国际比较等特点。
In order to monitor the quality of early childhood care and education, from September 2010 to the present, UNESCO cooperated with many international organizations and countries in the world to jointly construct a comprehensive early childhood development indicator system. The framework of the indicator system includes six core elements of early childhood development: health, nutrition, education, parental support, fairness and social security, poverty reduction, and comprehensive consideration of the environmental impacts of three different levels of family, community and country . The primary and important feature of this indicator system is the realization of a holistic understanding of early childhood development with a focus on social contexts, emphasis on childcare and education, a focus on the protection of all children’s rights and their potential for international comparison.
