改革是各方面利益的重新分配,是权限职责的重新界定,岗位变动和走与留的问题涉及到许多人的切身利益,尤其是新机制可能会带来利益分配上的巨大反差,必然会引起职工思想的波动。西部大开发战略的实施为公路建设和发展带来了前所未有的机遇;公路机制到体制的全方位改革又为公路职工带来了前所未有的考验,同时也给思想政治工作提出了一个亟待解决的课题。改革的最终决定因素在人,我们要以科学的态度,正确认识和把握职工在公路改革中的思想动态及变化规律和特点,与时俱进,有针对性地做好思想政治工作,努力提高职工的心理承受能力,以适应公路改革和发展的需要。职工担心损害既得利益
