由于我国应急供应链上各个管理职能由不同的政府部门承担,近年来,在政府突发事件应急预案制定工作的推动下,水利、环保、公安、地震、电力等许多部门都投资建立了本行业信息平台,有的平台触角甚至已深入到基层政府。这些平台各式各样,各自独立,缺乏相互间的整体联动机制,致使应急事务发生时信息资源无法有效整合,在综合性危机面前表现整体协调能力较差,整体上没有形成相互协调、分工合作的格局,从而给社会带来很大不必要的损失。在这种背景下,本文提出了应急供应链系统的概念及其功能模型。本文的研究成果为以后在开发应急供应链系统时提供了指导性方案,为进一步研究应急供应链系统提供了一定的理论依据。
In recent years, many departments such as water conservancy, environmental protection, public security, earthquakes and electricity have invested in the industry because of the various management functions of emergency supply chain in our country which are undertaken by different government departments. In recent years, due to the formulation of contingency plans for government emergencies, Information platform, and some platform antenna even deep into the grass-roots government. These platforms are diverse and independent and lack the overall linkage mechanism with each other. As a result, the information resources can not be effectively integrated in the event of an emergency and the overall coordination ability in the face of a comprehensive crisis is poor. On the whole, there is no coordinated and cooperative division of labor The pattern, thus giving the society a lot of unnecessary losses. Against this background, this paper presents the concept of emergency supply chain system and its functional model. The research results of this paper provide a guiding scheme for the future development of emergency supply chain system, which provides a theoretical basis for further research on emergency supply chain system.
