美国F＆S公司,1994年6月完成了一项关于农业生物技术产业市场的研究报告.报告预测从1995年起将成为一个转折点,该产业将从其创立初期的停滞期增长转入缓慢但稳定的增长期.报告明确指出,在过法的十年中,农业生物技术的商品化应用远未达到预期效果.其主要原因是由于生产抗虫玉米、抗旱小麦和其它同类产品中所遇到的巨大技术障碍,其中也由于产业化失败遭到反对派舆论的攻击,某些州甚至还颁布了限制一些农业生物技术产品销售的法令.
