今年,重庆市事业单位将全面推行职员制,局长、处长等领导一律统称职员,行政级别随之取消。实行职员制旨在从管理人员队伍中建立起人员能进能出、职务能上能下、待遇能高能低的竞争机制,从而激发事业单位的活力。将推行的职员制只有五级,最高为二级职员,五级都是职员,只不过级别不同。局长、处长不再享受正局级、处级等行政级别待遇。如他们在不担任领导职务时,职务津贴也同时取消,这就打破了职务级别终身制。近年来,关于事业单位改制的问题,全国各地纷纷出台诸如“全员聘用制”“事
