若想避免官员与企业家进行私下交易,乃至勾肩搭背,还需要从制度层面多一些建树,从这个意义上讲,禁读令只是其中的一条路径。近一个月来,各大EMBA班,尤其是中欧国际工商学院、长江商学院等最知名的EMBA班,已开始出现领导干部退学潮。最先退学的是政府官员,之后波及国有企事业单位领导。一个多月前,中组部发文严禁领导干部参加高收费的培训项目,EMBA、后EMBA、总裁班等被明确列为高收费社会化培训项目,“领导干部一律不得参加”(2014年9月15日《京华时报》)。
It is only one of the ways in which officials and entrepreneurs are also expected to avoid private transactions and even take the hang on the shoulders and make more efforts from the institutional level. In the past month, major EMBA classes, especially the most famous EMBA classes such as China Europe International Business School and Cheung Kong Graduate School of Business, have begun to emerge the tide of withdrawal from leading cadres. The first to drop out was a government official, which later spread to the leadership of state-owned enterprises and institutions. More than a month ago, the Central Organization Department issued a document to prohibit the participation of leading cadres in high-paid training programs. EMBA, post-EMBA, and president classes were explicitly listed as high-paid socialized training programs, and “leading cadres are not allowed to attend” (2014 September 15 “Beijing Times”).
